So for those of us that are computer retarded, do we need to un-install 1.8 first or will this just overwrite it?

Actually there are TWO ways you can go.

You can download the PATCH UPDATE that will take you from 1.8 to 2.0 (you must already have Ultrapack 1.8 installed). Or you can download the FULL INSTALL which is if you are starting from scratch. I downloaded the update this morning and will install it the next time I sit down.

Once the update files are downloaded do you just run the UP2.0 EXE?

Put the 3 update files in an empty folder and run the up_20_update.part1.exe file. Browse to your existing IL-2 Sturmovik: 1946 UP 1.8 installation and click install. Wait for it to complete and you should be all set. Note: the update has a checkbox that is selected by default to backup your original files. I recommend that you leave it checked.
